NY -- Today the Transmission Company of Panama (ETESA) announced the
SCADA/EMS project award to the ABB unit from Sugar Land, TX (read
more). This is an important milestone of the project
SCADA/EMS Upgrade for the National Dispatch Center of ETESA (Consultoría
SCADA/EMS en relación al proyecto de Renovación Tecnológica del Centro
Nacional de Despacho) we've been selected in August 2011 by ETESA to
assist the
Centro Nacional de Despacho with our consulting services. So, luckily,
now, both the CND and ABB project teams and the
consultant (J)
will be able to take a brief rest and enjoy a couple of weeks of well-deserved holidays, and then the project
will resume at full speed in mid January 2012 with the Statement of Work (read

NY -- Today we're once again happy to report mission accomplished:
we just shipped to the Nebraska Public Power District (NPPD) the Final
Report and the Executive Summary of the Nebraska Public
Power District Energy Management System Upgrade Strategy Assessment

and was completed on schedule and within the full scope of objectives and

-- The Control Centers Working Group of the IEEE Power Engineering
Society (PES) Power System Operations sponsored the Control Center Issues
session on Wednesday, July 27, 2011 at the PES GM2011 in Detroit, MI.
Chaired and organized by Edward J. Dobrowolski, Standards Coordinator,
NERC, the 2011 Control Center Issues session was well attended,
encompassed paper presentations by SCADA/EMS industry experts,
and was followed by a Control Center Roundtable that allowed those
in attendance to address a broad range of contemporary issues pertinent to
Control Centers in the context of today's utility landscape (read

-- The 4th of July fireworks in New York have
come and gone and now the talk over here is not if, but when
and how often to exchange the air conditioned office with the
ocean breeze on the Atlantic
shore in Long Island.
Yet, although our Fresh Meadows, NY office is only 25 minutes away from
Jones Beach J
we can't enjoy the hot sand and the fresh sea water because
we're as busy as ever. One month ago we started a SCADA/EMS strategy
assessment project with a mid-western US utility -- and last week we've
been selected to provide assistance to a Latin-American utility in
conjunction with their SCADA/EMS replacement project. Sorry for those who
are always "hungry for news", but as per our policy, we will not make any
detailed announcement during the early stages of these undertakings; once
they've been successfully completed, though, and if the clients would agree, we
will gladly provide project data sheets just as we've always done in the past

-- Energy Consulting International, Inc., a New York based electric power
engineering firm specializing in computer engineering and utility
information systems, including SCADA/EMS/DMS, Substation Automation
Systems, Market Systems and information technologies on which the Smart
Grids of today are predicated, together with Instituto Costarricense de
Electricidad (ICE), announced the successful completion of the first task
release (Orden de Trabajo 001) of the project Consulting Services for
the Design, Commissioning and Installation of the Primary-Backup SCADA/EMS
Solution (Servicios para la Asesoría Proceso de Contratación de Diseño y
Equipamiento SCADA/EMS). The project execution and supervision are
under the responsibility of the Centro Nacional de Control de Energía with funds from the Inter-American Development Bank (IADB) (read

Phoenix, AZ -- The
Power Engineering Society (PES) of the IEEE hosted the panel session
Half a Century of Computer Methods in Power System Analysis, Planning and
Operations. A tribute to the Memory of Glenn W. Stagg and Jorge Dopazo
within the frame of the Power System Computation and Expo 2011 (PSCE2011).
Chaired and organized by Professor Arun G. Phadke (Virginia Tech
University, Blackburn, VA) with assistance from Dr. Savu C. Savulescu
(Energy Consulting International, Inc., New York, NY) and Dr. Sudhir
Virmani (EPIC Engineering, Inc., Cupertino, CA), this memorable event
offered a unique opportunity to be in the same room and at the same time
with many technical experts whose work and accomplishments during the last
couple of decades have shaped the current network analysis and SCADA/EMS
landscape in the utility industry. Slide shows summarizing panel papers that are now part of the PSCE2011 Proceedings, informal
presentations, friendly chats and photo opportunities kept us busy for the
entire afternoon and will be remembered with great emotion for years to come (read

Vietnam -- The Deputy Prime Minister of the Socialist Republic of
Vietnam, Mr. Hoang Trung Hai, was briefed by Dr. Savu C. Savulescu from
ECI about the current status of SCADA/EMS and IT facilities at Vietnam
Electricity (EVN) and the proposed concept for the IT Infrastructure of
the Vietnam Competitive Generation Market (VCGM). The meeting revealed Mr.
Hai's fine understanding of electricity markets and deep knowledge of the IT landscape in Vietnam and concluded that the
target for starting VCGM operations in 2011 can be met only by adhering to the
recommendations of the Final Report of the project IT Infrastructure
for the Vietnam Competitive Generation Market: Assessment, Design and
Roadmap for Migration (read
more...). Among the meeting attendees were Mr. , former General
Director of the Electricity Regulatory Authority of Vietnam (ERAV), and
Mr. Tran Anh Thai, General Director of Vietnam Power Resource Partners
Corporation (Vietnam PRP) and CEO and Technical Leader of Applied
Technical Systems Co., Ltd. (ATS). ECI and Vietnam PRP cooperated in the
past on several flagship consulting assignments, including the Support

Vietnam -- The Power Market Department of Vietnam Electricity (EVN)
hosted the workshop "IT Infrastructure for the Vietnam Competitive
Generation Market: Assessment, Design and Roadmap for Migration". Chaired
by Mr. Nguyen Manh Hung, Vice-President of EVN, the seminar was attended
by representatives of the Electricity Regulatory Authority of Vietnam
(ERAV), National Load Dispatch Center (NLDC), Electric Power Trading
Company (EPTC), Vietnam Electricity Information Technology Center
(EVN.IT), National Power Transmission Corporation (NPT). Experts from the distribution
companies, power plants and Power
Engineering Consulting Companies of EVN were also present. The workshop aimed at
disseminating the results of the just-completed project IT
Infrastructure for the Vietnam Competitive Generation Market: Assessment,
Design and Roadmap for Migration and collecting feedback and opinions
from the key players in the Vietnamese Electricity Market. After the
opening remarks contributed by Mr. Hung, Dr. Savu C. Savulescu, in
capacity of Project Manager and Lead Technical Expert, conducted a
detailed presentation of the project, which entailed the: review and
assessment of the current situation and development of a conceptual
Overall Information Architecture (OIA) for the Vietnam Competitive
Generation Market (VCGM); design of the VCGM OIA as per the roadmap
stipulated by the Prime Minister in the 26/01/2006 Decision No.
26/2006/QD-TTg; development of a migration plan; and the preparation of
